Former Galaxy via Fantin
Bologna, Oct. 1 – Within a week of the keys’ former residence Galaxy of Via Fantin will pass to the City of Bologna so that will own (temporary) of the building owned Inail. To immediately put the foot in the former residence, which the Palazzo d’Accursio will use to respond to the housing crisis, 35 families selected by social services. These are people under threat of eviction or who have already lost their homes, with dependent children or in particular conditions of fragility, and for this have been included in a special list of emergency housing. None of the 35 families involved in urban occupations. Galaxy will keep for up to two years, the duration of the lease agreement between the City and Inail, and so groped to find housing and economic autonomy.
The first 35 families will be followed by all those (the Galaxy has 95 rooms) that social services and courts of minors will fit on the list as if it will present the need. Even occupants can enter the ranking, and consequently to the Galaxy, but the mayor Merola, “ not because occupant but judged because they are in need “. A difference that the mayor repeatedly emphasizes: “We do not mind who occupies, but to give a dignified accommodation to those in need, and I think especially to minors. And if anyone takes for political ends well, will be on his own. “
The Galaxy will be available to the City of Bologna for 24 months. INAIL will collect a rent of € 280,000 a year, and the roommates will contribute to the costs of the Palazzo d’Accursio with a maximum rent of 200 euro to unit, including bills. “But everything will be set to the economic situation of each family,” added the municipal technicians.
The mayor also spoke of possible evictions coming to the big city occupations: on all Via Mario de Maria Fioravanti. “The evictions does not make them the City but the authority taking into account the conditions of public order – said Merola – When evictions come each case will be evaluated, and who will come in right in the ranking for the housing crisis. Seized of the matter will not be the policy, but social workers and juvenile court according to strict rules. ” Joseph Spadaro, president of the Juvenile Court of Bologna, told the Corriere di Bologna that “the family should remain as united as possible. And that means a very simple thing: that the child should remain with both of his parents . First of all are the children. ” The situation is different with regard to the squatters, short for occupants without being in emergency housing. “They will be made them, we take care of those in need,” he scoffs Merola.
Merola was clear: there will be no bulk transfer of employees of Via Fioravanti or via De Maria in the Galaxy, and the presence of minors will not be a sufficient condition to allow a family to benefit from accommodation in via Fantin. “Social services will assess first of all if the family has no alternative and can go elsewhere, if there are no other solutions then triggered the inclusion in the list for the housing crisis,” says Maria Adele Mimmi. The City is sure that no child will be homeless? “I hope so, we are working in this direction and do everything we can,” he replied the commissioner welfare Amelia Frascaroli.
In the future the City is trying to get in rental vacancy rates in other cities. The model is that of the Galaxy. “In addition to Inail – we explain Frascaroli – we are negotiating with the INPS and the local health authorities.” Then there is the work with the government and the minister Delrio. “The goal is to include in the law of stability tool to allow all the Italian municipalities of get the temporary use of vacant public buildings in case of emergency housing . You ask me if I am optimistic? I have to be. ” The City of Bologna instead puts a lid on the possibility of finding an agreement with the owners of the building occupied by way Mario de Maria : “There is no negotiation” in progress, says conference Printing Mayor Virginio Merola, “there is the possibility of an agreement on the property and hangs a seizure order.”
